How to Choose the Right Payroll Service for Your Business?

Why Choosing the Right Payroll Service Matters More in the UAE Than in Most Markets

Payroll in the UAE is not simply a calculation exercise. A UAE payroll service must manage salary calculations across multiple nationalities and allowance structures, submit Salary Information Files through the Wages Protection System on time, accrue end-of-service gratuity correctly from each employee’s first day, handle Corporate Tax deductibility of payroll expenses, and track Emirati minimum wage compliance. Since Ministerial Resolution No. 340 of 2026 took effect on 1 June 2026, the enforcement consequences of a missed or incorrect WPS submission begin from Day 2 of any delay, with penalties escalating rapidly to work permit freezes, fines, and criminal referral.

A payroll service that handles generic payroll correctly but is unfamiliar with the UAE’s specific regulatory requirements creates risk at precisely the points where UAE businesses are most exposed. Choosing the right provider means assessing UAE-specific capability, not just general payroll competence.

What a UAE Payroll Service Should Cover

Before evaluating specific providers, it helps to be clear on what a comprehensive UAE payroll service should include. Any provider worth considering must handle all of the following:

  • Gross-to-net salary calculation: computing each employee’s net pay after deducting any agreed deductions, and splitting compensation correctly between basic salary and allowances. The basic salary amount matters for gratuity and notice pay calculations and must be accurately maintained
  • WPS Salary Information File generation and submission: producing the WPS file in the correct format for the employee’s bank and submitting it through the approved WPS channel so that salaries clear by the 1st of the following month under Resolution No. 340 of 2026
  • End-of-service gratuity accrual: calculating and recording the gratuity accrual for each employee every pay period, based on the statutory formula under Federal Decree-Law No. 33 of 2021 (21 days per year for the first 5 years, 30 days per year thereafter, capped at 2 years’ basic salary)
  • Leave balance tracking: maintaining accurate annual leave, sick leave, and public holiday records
  • GPSSA contributions for Emirati employees: calculating and remitting the 12.5% employer contribution and 5% employee contribution on basic salary for UAE national staff enrolled in the pension system
  • Emirati minimum wage compliance: confirming UAE national employees are paid at least AED 6,000 per month under the requirements effective January 2026
  • Payroll reports: producing the payroll summaries, individual payslips, and management reports that the business needs for its own records and for Corporate Tax documentation

6 Criteria for Evaluating a UAE Payroll Service

1. Current Knowledge of UAE Labour Law

The UAE’s employment framework has changed significantly since 2021. Federal Decree-Law No. 33 of 2021 replaced the 1980 Labour Law, changing contract types, termination procedures, maternity leave entitlements, and the calculation of end-of-service gratuity. Ministerial Resolution No. 340 of 2026 changed the WPS deadline and eliminated the 15-day grace period. A payroll provider whose team is not current on these changes will produce incorrect calculations and miss deadlines under rules that no longer exist.

Ask the provider directly: what is the current WPS submission deadline? What is the maternity leave entitlement under FDL No. 33 of 2021? What is the Emirati minimum wage from January 2026? Correct, unprompted answers confirm current knowledge. Hesitation or incorrect answers confirm a gap.

2. WPS Compliance Track Record

A payroll service’s most critical UAE-specific obligation is getting WPS files submitted correctly and on time, every month. Ask for specifics on the provider’s WPS process: what is the cutoff date for payroll data submission? What happens if an employee’s bank account details change mid-cycle? How are new joiners added and leavers removed in the same payroll cycle? What is the escalation process if a WPS submission is rejected by MoHRE?

A provider that cannot answer these questions in detail has not thought through the process carefully. A missed WPS submission is not a minor administrative error , it triggers enforcement from Day 2 and can result in work permit freezes across the entire company’s workforce within 5 days.

3. Scope of Services Covered

Payroll services vary significantly in scope. Some cover only payroll processing and WPS submission. Others add end-of-service gratuity tracking, leave management, MoHRE establishment card maintenance, employment contract management, and HR advisory support. Before comparing providers on price, establish clearly what each scope includes and exclude from the comparison any services not in the relevant scope. Paying less for a service that requires significant additional internal effort to complete is not a saving.

4. Data Security and Confidentiality

Payroll data is among the most sensitive data a business holds: it contains every employee’s name, salary, bank account details, Emirates ID, and passport information. The payroll provider must be able to explain clearly how this data is stored, who has access to it, how it is transmitted, and what happens to it when the engagement ends. A provider that handles sensitive employee data without clear data security protocols creates privacy and liability risk for the business, independently of any payroll processing quality considerations.

5. Integration With the Business’s Accounting System

Payroll and accounting are not separate processes. The payroll journal entries , salary expense, gratuity accrual, GPSSA contributions, and any other payroll-related costs , need to flow into the accounting system accurately and on time. A payroll service that produces payroll data in a format that requires manual re-entry into the accounting system doubles the work and introduces transcription error risk. Ask how payroll data is delivered for accounting integration, what format the journals are produced in, and whether the provider can work with the specific accounting software the business uses.

6. Responsiveness and Communication

The monthly payroll cycle has a fixed, non-negotiable deadline. A payroll provider that is difficult to reach, slow to respond to corrections, or unresponsive when a problem arises creates compliance risk that accumulates rapidly when the WPS deadline is approaching. Before committing to a provider, establish who the specific contact will be for the account, what the turnaround time is for queries, and what the process is for resolving errors identified after submission.

In-House Payroll vs Outsourced Payroll , The Real Comparison

The genuine comparison for a UAE business is not between outsourcing and handling payroll manually. It is between outsourcing to a qualified provider and building an in-house payroll function with sufficient expertise to meet all UAE requirements reliably. For most businesses with fewer than 50 to 100 employees, the full cost of an in-house payroll function , including the salary of a qualified HR/payroll officer with current UAE knowledge, the cost of payroll software, and the management overhead of maintaining compliance , exceeds the cost of a well-scoped outsourced arrangement. The comparison changes at larger headcount, but so does the complexity of what the outsourced provider needs to deliver.

Frequently Asked Questions (FAQs)

What is the most important UAE-specific requirement for a payroll service?

WPS compliance is the most operationally critical requirement. Under Ministerial Resolution No. 340 of 2026, salaries must clear the Wages Protection System by the 1st of the following month. Enforcement begins from Day 2 of any missed deadline, escalating to work permit freezes within 5 days. Any payroll provider that cannot demonstrate a reliable, well-documented WPS process creates unacceptable compliance risk.

Should end-of-service gratuity accrual be part of the payroll service?

Yes. Gratuity is a statutory liability that accrues from an employee’s first working day under Federal Decree-Law No. 33 of 2021. A business that does not track this accrual monthly carries an understated balance sheet liability and may face a significant unplanned cash outflow when employees leave. Any payroll service that does not include gratuity accrual tracking is providing an incomplete service for UAE businesses.

How does Corporate Tax affect payroll costs?

Payroll expenses are fully deductible for UAE Corporate Tax purposes under Federal Decree-Law No. 47 of 2022, provided they are properly documented and processed through WPS. A payroll service that produces payroll journals in IFRS-compliant format and maintains complete records of all payroll processing supports the Corporate Tax deductibility of the payroll expense.

What should a business ask before signing a payroll service contract?

Ask: what is your WPS submission deadline each month? How do you handle new joiners and leavers mid-cycle? Do you track end-of-service gratuity accruals? How is payroll data secured and who has access to it? How do you integrate with our accounting system? Who will be our day-to-day contact and what is your response time for queries?
